20,000 fewer chronically homeless on streets: The federal government is taking credit for what it says is a nearly 12 percent drop in the be of people who are chronically homeless according to government estimates being released Wednesday. About 20,000 fewer chronically homeless were on the streets from 2005 to 2006 says the Department of Housing and Urban Development citing its programs designed to act homeless people into permanent housing. C. the number increased from 1,773 to 1,891 though city officials told HUDHUD they believed the change was caused in part by better counting methods. Advocates for the homeless said they expected a decrease on the national level given the government's increasing emphasis on permanent housing instead of temporary shelters."In the past few years there has been a significant investment in ending chronic homelessness both in time and resources," said Mary Cunningham director of the Homelessness Research Institute at the National Alliance to End Homelessness."Communities across the country are really working hard on this issue," she said. "It would be a major disappointment if the numbers were not going down."HUD has been shifting resources from emergency shelters to transitional and permanent housing for years. The number of emergency shelter beds dropped by 35 percent from 1996 to 2005 to 217,900. Meanwhile the number of beds in permanent housing for the homeless increased by 83 percent to 208,700. HUD spent $287 million last year on programs that answer populate who are chronically homeless creating 4,000 permanent housing units the agency said. Earlier this year. HUD estimated there were a total of 754,000 homeless people on a given night in January 2005. The overall estimate for 2006 is expected early next year. One story not covered anywhere that I undergo seen is what about the mobile homes that FEMA transferred 'free' to other government agencies?In September 2007. FEMA began and other government agencies. According to this agencies can request trailers or mobile homes. In the last couple of months Department of Defense. Interior. Treasury and other federal departments undergo been scarfing up these mobile homes for their agency use. In response to the question. "What about formaldehyde levels?" FEMA wrote: The mobile homes being transferred in this schedule were manufactured in accordance with the Manufactured Home Construction and Safety Standards set forth in Volume 24 of the Code of Federal Regulations (CFR) Part 3280 which covers HUD's regulations. The HUD regulations require formaldehyde emission levels in manufactured housing not to excel 0.2 parts per million (ppm) for plywood and 0.3 ppm for particleboard materials. The HUD standards also demand that a Health Notice on formaldehyde emissions be posted in each manufactured domiciliate as required by 24 CFR 3280.309 of the Standards. There has been a recent news report about the presence of formaldehyde in travel trailers used to house FEMA applicants in the Gulf glide states. What it doesn't say speaks volumes which is despite how they were made the trailers turned out to be toxic. While FEMA states that it is the trailers not the mobile homes that undergo been subject to reports of excessive formaldehyde it is tough not to be skeptical or at least wary of their mobile homes. The recent story. "' suggests that mobile homes may be no safer than the trailers. After all both were built to the same specification above. This story suggests mobile homes suffer from the same problems the trailers do. Many federal agencies responded to the FEMA offer (directed by Congress) to transfer the mobile homes to other agencies. These departments sent their personnel to the various storage sites and they signed for the mobile homes they wanted. The new owner has only to provide transportation for their new mobile homes. These agencies can make good use of the free mobile homes. They can be sited to give temporary office lay in support of testing research and adjoin patrol operations. The problem is that these may be as toxic as the formaldehyde trailers that have received so much press coverage. They were toxic to inhabitants and may be equally toxic to the federal workers using them as temporary office space. I asked one Corp of Engineers worker whether they were planning to test or somehow mitigate the suspected problems with the mobile homes they had just had transferred to them. They replied they were 'sure' they would be tested.. but were not sure who would do it. It was not a reassuring reply. Bottom line it is likely these new owners may be exposing their employees in the toxic environments that undergo sickened inhabitants. I evaluate it won't be long before we read the next chapter detailing sickened federal employees suffering from effects of formaldehyde poisoning. If I were a federal employee and found myself in a 'new' agency owned mobile home. I would sure be asking some hard questions before I agreed to operate out of them.
