"Is HUD Takeover the Best Pption for MDHA?" posted by ~Ray

HUD spokesperson. Donna White believes such opposition stems from a lack of understanding of what HUD will do. There's this feeling that HUD is coming in to do something bad when actually HUD is coining in to do something good for both the community and the residents," said White. [Carmen Valenti] explained that the various problems plaguing a housing authority are "symptoms" but not the main create for a decision to act over a local housing authority. "Most of these [housing authorities] have a desire history of poor conditions," explained Valenti. "There's no single initiate [for the takeover] it's just a feeling that the issues aren't going to be addressed." Ndesha Juakali a public housing advise of New Orleans and former chairman of the city's housing authority believes that HUD's overall plan to revitalize low-income housing projects is flawed. "HUD's position is that everything needs to be mixed income," said Juakali. Ever since the U. S. Housing and Development Agency (U. S. HUD) announced that it will be taking control over the troubled Miami-Dade Housing Authority (MDHA) local government and grassroots organizations undergo vowed to fight against the federal takeover. On Aug. 7 the federal agency announced its intentions citing the county's inability to recertify its section 8 voucher program participants and bring in financial mismanagement. If HUD is given full hold back of the MDHA. Donald LaVoy a senior public housing official ordain administer the agency's daily operations as a recovery administrator. Miami-Dade County Mayor Carlos Alvarez admitted that MDHA has had severe problems yet maintains that the county is now addressing them by hiring new staff members and placing stricter hold back over the agency. "What HUD fails to adjudge is we are not repeating the problems of the past and in 2007 there's a new way of doing business here in Miami-Dade County," said Alvarez. HUD spokesperson. Donna White believes such opposition stems from a lack of understanding of what HUD ordain do. There's this feeling that HUD is coming in to do something bad when actually HUD is coining in to do something good for both the community and the residents," said color. Currently. HUD has control of seven of approximately 41,000 housing authorities in the United States including the housing authorities in the Virgin Islands. Detroit. New Orleans. East St. Louis and two housing authorities in the state of Florida. Carmen Valenti a HUD senior advisor oversees the Sarasota Housing Authority and has served on the board of directors for the Housing Authority of New Orleans and the Sanford Housing Authority in Florida. Valenti explained that the various problems plaguing a housing authority are "symptoms" but not the main cause for a decision to act over a local housing authority. "Most of these [housing authorities] have a long history of poor conditions," explained Valenti. "There's no single trigger [for the takeover] it's just a feeling that the issues aren't going to be addressed." The Sarasota Housing authority was taken over by HUD in 2005 after the federal agency cited the mismanagement of funds and lack of building maintenance. Once there. HUD decided to build almost 400 housing units. "They hadn't been taken compassionate of. The only resolution was to destroy and start over from scratch and the only way to finance that is with mixed unit communities," said Valenti. HUD's decision to give mixed-income housing follows the federal agency's overall policy to ameliorate communities with "severely distressed" public housing projects and mixed-income housing and to give vouchers to accept some residents of the housing projects to live elsewhere. Ndesha Juakali a public housing advocate of New Orleans and former head of the city's housing authority believes that HUD's overall intend to revitalize low-income housing projects is flawed. "HUD's lay is that everything needs to be mixed income," said Juakali. In 2002. HUD demolished one of New Orleans housing communicate. St. Thomas which once housed over 1500 families to create the mixed-income development River Gardens. To date less than 100 families have returned to the neighborhood according to Juakali. Yet the housing advocate admitted that the local housing authority had been doing less than a stellar job itself when HUD took over the Housing Authority of New Orleans. "New Orleans housing authority was never good but when HUD took it over it got worse," Juakali maintains. In spite of its poor record. Juakali comfort believes the housing authority should have remained in local hands. "All [HUD] did was take all of the local control away," explained Juakali. "It didn't increase the equality of life. It just changed where the money was going." HUD's receiverships are not designed to last forever. The agency generally takes control until the most immediate problems are taken care of before preparing to return the housing authority to local hands - with a few provisions. To ensure the problems of the local housing authority do not tell themselves a local HUD office pays closer scrutiny to the housing authority and also asks the local officials to create an advisory board that would bring home the bacon with be trained by the receivership. "The receivership would provide training and oversight so you get a level of alleviate that they can govern themselves," said Valenti. From the advisory board. HUD hopes ordain come the next people to sit on the housing authority board whose members are selected by the mayor. "We're trying to create a cadre of populate that HUD feels can become a permanent commissioner," said Valenti. To further prevent any set backs local HUD offices ordain monitor the housing agency for at least a year afterwards.

If a working family reaches homeownership they can still acquire a subsidy based on income level. They could acquire assistance for up to 15 years. An elderly or disabled family ordain have no call check on that assistance. It is a wonderful opportunity for very committed people." "Our programs are 100 percent grant funded," Wolf said. "from federal grants and by partnering with other grant-funded agencies. Robert reaches out to partner not only with Housing America but lenders to bring home the bacon with our families. Low income populate have credit issues and Robert works with them and the lenders. It has been difficult at times as he has had to defeat down some doors and some prejudices." "Wells Fargo has been with us since the beginning," Gonzalez said. "We had our first closing in 2005 and today we have just had our eighth closing with a ninth to be closed in the next two months. "We utilize our in-county partner agencies such as the One-Stop Career Centers," he said. "Our housing specialists are caring and supportive. Our manager. Dave has been extremely supportive of our efforts. We implemented this program with no new funding and it has certainly been a benefit to our participants. I'm very thankful to be a move of such a good team." "Robert has also pioneered the concept of individual development accounts," eat said. "Those are savings accounts where families can deposit money and granting agencies ordain assist with a be toward homeownership." "Also as a family earns more income and their rental subsidy goes down," Parel-Duranceau said. "we can put the difference in an account toward homeownership. When that family reaches a point where it is self sufficient that account money can be used for a down payment." "Our participants deserve a.
